don't shoot them around midday try morning or belated afternoon/evening. Make certain you are on ISO 100.

A 58mm circular polariser shouldn't set you back too much if you are on a budget, the Hoya measure (non-multi-coated) is fairly fair (I had one), Tiffen filters are a little cheaper still.
